I want to create flash menu (using Flash CS4) that, when clicked, will
launch panorama in FPP.
What action do I have to use just in Flash CS4 to get this to work.
Is this possible in general without writing scripts?

Sorry I’m not the best at Flash, and I’m not sure what you’re asking.
Are you making a flash menu to go in a web page that will open the FPPlayer
You should be able to do this with a simple button script that either opens the .swf file or an embedded html page
If this is what you are trying to do, you should be able to find a pre-made button script and just edit the open url command to open the pano.swf or pano.html

Are yes, that's one of my favourites too
I think that's one of birdseye, he may give you some pointers on how he did it
It is still done using a button script, so the answer to your question is no you can not do it in flash without having to write some scripting
I did some thing similar but just used hotspots,
