Default Shrinking hotspots

I have a navigation page that I want to shrink for small browser windows. I know I have seen somewhere a way to keep the hotspots fixed until the window gets too small and then they scale down.

I am guessing it's a simple fix but I can't find it.

Here's the page, at 800x600 you can't see the edges.
