Both tours rely on custom programed flash components to achieve at least some of the effects you are after. For instance the signposts in the first example and the footer with three combo boxes in the second. However, you could achieve nearly the same effects with just FPP. Actually, I'm not certain if there is a version of the combo box that allows multiple instances without some flash programming. There are also some great plugins, especially by AllSaints, that add a lot. For instance, a much better and more interactive map is quite possible. Both tours appear be hand coded but if you want a graphic development environment check out Flashificator. I don't think it could produce exact copies of these tours but it can get some very nice results.
